| I am unable to start apache from apache monitor. It is installed as a
service there and I am unable to start it from there (just run it in
console).
I reinstalled it but it still doesn't start.
What may the problem be?

You don't say what operating system, so it's not possible to say.
If you're running Windows 98/ME, that OS doesn't support services and
the Apache Monitor won't work.
If you're running Windows 2000/XP, you wouldn't see a service running
in a console window. You would stop and start it from the command line
or from Computer Management, but it would run in the background. If you
see it running in a window, it's not running as a service. Search the
Apache web site for the command line to install the service (can't
recall it right now.)
