Apache 2.0.50: Error executing cl.exe

Hi,

after the build InstallBin process (win32), VC Studio reports following
error:
---
Generating code...
Error executing cl.exe

I searched the whole drive for that file but couldn't find it. Is it part of
an external package which is required to build Apache2? (Cygwin is
installed)
