Is there any way the recovery environment can be made to read UDF disks? It
seems crazy that they would have designed the software to create disks in
UDF format when the recovery environment can't read them! My dvd drive is
supported by the software and can read UDF disks perfectly from within
windows.

Is seems (!) crazy but, unfortunately for you, it is not!
UDF comes in different flavors and versions. DVD's written Drive Image 7.0
while e.g. InCD or DirectCD or similar is running may result in unreadable
disks from the PQRE ((P)ower(Q)uest (R)estore (E)nvironment).

Advice, do NOT run InCD, DirectCD when imaging to DVD directly!
