Does anybody know if Veritas BackupExec can backup to a network drive
instead of a tape?
And at the same time support incremental backup?

We use ver 8.60 and it is supported. You have to configure a 'backup
folder' for it to work. For us the backup of over 6gb (on a win2000 sbs
server) to tape takes about an hour & 15 mins, to disk on a linux share
across the network is about 18mins.
