TI 9 has added the capability of backing up files in addition to an image
backup, but one can restore a SYSTEM ONLY from an image backup.

Ghost 9 already had file based backup and this is also, AFAIK, in Ghost 10.
Does Ghost permit a SYSTEM recovery from a file-based backup, or must one do
a full SYSTEM recovery from an image backup?

Howard, Symantec has a a 15-day trial period for Ghost 10.

Recovery method hasn't improved over 9.0, then I won't be interested.
Too slow, IMHO.
