| There are circumstances in which "incorrect" file times are recorded. These
include:
* Copying a file, or directory, may not preserve the original times for
the copied files or directory.
* Restoring files, or directories, from a backup might not preserve the
original times for the restored files or directories.
* Restoring files, or directories, from a backup might result in UTC
times being used instead of the original times.
The Change File Times program may be used to change the Access, Creation,
and Modification times for a file. The program should work with either a
file or a directory file.
See http://www.standards.com/index.html?ChangeFileTimes.

| An even nicer free program that integrates into the context menu
(right click) is PropertiesPlus. Works fine in XP.

The download links do not work.
In any case, it was designed for Win 95 and Win 98, so it cannot handle
everything that can be handled by
http://www.standards.com/index.html?ChangeFileTimes in Win 2000 and Win XP.

or try Google to find alternate download links.
From the readme.txt:
What is PropertiesPlus?
-----------------------
PropertiesPlus is a free add-on for your Windows Explorer. It adds
additional functionality to your right-click menu under the menu
option PropertiesPlus. Here you'll be able to modify file attributes,
file extensions, and the time stamps of single files, multiple files,
or files contained within the folders. Display the bytes allocated and
the disk information. This program is simple to install and easy to
use. If you frequently require more control over your files than that
allowed by the base Windows application, PropertiesPlus will allow you
considerable flexibility.
Version Information
------------------
Ver1.65 May 15,1998
- Added "Milliseconds" of the time stamps on NTFS.
- Miscellaneous bug fixes and adjustments.
