Author what decide the data length of a write/read command in SCSI?

hello:
I found that when the block size if 2M bytes, Windows will
send SCSI request whose data lenth field is 2262144 bytes , which
can work very well in some situations.
What decide the data length of the SCSI reqeusts? Can i specify
it?
