Backup Exec v9.1 for Win2k

Can anyone let if you can do a full backup of a Windows 2000 server
without the System state and restore just the file and directory data
to another Windows 2000 server that has only the Windows 2000 OS,
Backup exec agent and current service pack.

The server is in a Windows 2000 AD domain.
