Am I right in assuming this TOE card ( Adaptec iSCSI ASA-7211C/ASA-7211F )
is infact only an offload engine, and not a complete iSCSI Target in
hardware?

(TOE is an acronym for TCP Offload Engine).

Adaptec claims that card does complete iSCSI offloading, however I
suspect they mean *initiator* offloading, not target offloading.

The Adaptec ASA-7211C and ASA-7211F are not meant to be used as target
cards as stated by Adaptec:

If the above link is broken do not forget to "glue" all parts
together.

You can use those cards as ISCSI INITIATORs, never as targets.
