Can anyone recommend a good German webhoster providing so called
Root-Servers with Debian installed? TIA

No (didn't look into this), but some Providers offer Root servers that
include a rescue system from which you can install Debian. There is a
HowTo/script for installing Debian on servers from 1&1:
<http://www.lordy.de/debian/install.html>

By the way, asking in a german newsgroup or the debian-user-german
mailing list would be a good idea.
