Author galeon under Debian-- weird behaviour

galeon (1.3.17) on Debian
displays a web page as pure text rather than interpreting it as html.

See www.theory.physics.ubc.ca/200-04/testindex.html

The only thing "wrong" with this page is that the initial line has a
carriage return in the middle of it.

w3 says this is perfectly good html. Any other browser I have tried renders
it fine, but Debian galeon does not. Has Debian done some sort of fascist
html checking into galeon?

If I remove that <!DOCTYPE...... line and start the page with <HTML> again
galeon displays as text rather than rendering.
Looking through the galeon preferences or setup shows nothing which could
get it to act in this weird way.

[ And today when I try it again, it renders fine even that we page] . This
is totally weird.]

Any thoughts?
