Hi,

How will new programs get on the debian apt-servers?
Is there some institution where people upload the for review?
Or does it depend only on the apt-list maintainer?

does anyone know a link, where it is described?

http://www.us.debian.org/devel/index.en.html

Epecially take a look at the New Maintainers' Guide and the new
Maintainer's Corner:

http://www.us.debian.org/doc/maint-guide/

You can of course also set up your own inofficial package repository.
