Security updates to stable branch - Mozilla

| I am looking at this package: mozilla (2:1.7.8-1sarge3) [security]
located here http://packages.debian.org/stable/web/mozilla.html
I have 2 questions:
-Does the word [security], in bold red, mean the package has security
issues or does it mean that it has been updated against the latest
security issue?
-On a single-user machine, is there any harm/threat in installing
applications, like Mozilla/OpenOffice, in my home directory instead of
/usr/lib or /usr/local?

It means that the package listed has been updates because of security
issues.

The disadvantage is that you are able to write your home directory,
which means that the programs can be changed by you. Better install
them in a way that does not give you write access to the program files.
