When I do something like dpkg-reconfigure exim4-base it would bring up
the questions and did it twice but then now after typing
dpkg-reconfigure exim4-base, it is doing nothing just makes me wait at
the command prompt and does nothing.

I type dpkg-reconfigure exim4-base and expect questions but it doesn't
show a thing and returns to the prompt.

Maybe something like:
# dpkg-reconfigure -pmedium exim4-base

You can try "low", "high" and eventually "critical" (though i would not
recommended that) instead of "medium".
