Author "Cross-install" - is it possible?

I have an old Mac (m68K) and some ARM boxes that I am playing with.

I am having some considerable difficulty getting a root file system
installed...

So - is it possible to use dpkg or some variant of it to "cross-install"
- build a root file system for a different architecture than what dkpg
is running on?

The scenario I have in mind is NFS mounted root fs. If I could build
the root fs for the client "off-line" so to speak - on the server rather
than on the client - I could save considerable time and frustration.

So, is it possible?

(The answer may be obvious, but I am a total newbie with Debian and the
..deb packages, so forgive my ignorance.)

Thanks....
