You might take a look at /usr/lib/cgi-bin or in the
/etc/apache2/sites-enabled file:

ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/
<Directory "/usr/lib/cgi-bin">
AllowOverride None
Options ExecCGI -MultiViews +SymLinksIfOwnerMatch
Order allow,deny
Allow from all
</Directory>

assuming you have apache2.

If you want to be taken seriously here, you need to post from
a Linux box using a Linux newsreader. Not Google.

If you can't do the above, then you are not competent to run
a web server, and are probably just another effing troll jerking
us around.

I guess you are not aware that a lot of people have their
newreaders configured to dump posts with all caps in the subject
because they are almost always spam.

We'll also need a lot more detail.
