I have Debian etch 4.0rc1 installed on my HP 5495n Pavilion laptop. It seems
to be running very warm and I don't notice that the fans are coming on as
expected. This is a 1Ghz P3 machine and both PCMCIA slots are populated.

What can I do to manually control the fans?

I've looked into /proc/acpi/thermal_zone and it's empty /proc/acpi/fan is
also empty.

The acpi command will give me battery and AC adapter status, but not thermal
status. The first time acpi is run it will give incorrect readings, but is
fine after that.
