I have downloaded the 'debian-40r1-i386-netinst.iso' in my win
machine, the intention to create a boottable cd to install debian. I
believe that there is an ISO burner that I should use for this task,
does anybody know the name of a program that can do this?

I'd have to search the web for a Windows CD burner because I don't use
that OS - you should look for what best suits you. However, there's an
alternative:

Google for "CDBurnerXP" - It's free, runs under Windows, and will burn ISO
disks.

There is no particular program more appropriate than any other. You simply
need to burn it as an ISO disk image rather than a pure data CD. The
difference is that in the first case, it puts many files on the disk; the
second puts one file, the image file on the disk. You can boot the first
one, but not the second.
