How to configure hald?

I don't have hald.conf, and /etc/hal doesn't seem to have a configuration
file (that I recognize, anyway) and /usr/lib/hal has a bunch of binary
executables. I want to stop the polling of devices. Any advice
appreciated. Thanks.
