I really like Debian's browser: GNOME Web Browser 2.14.3
I like the way it creates tabs. However the top main tab has icons that
are way too big. Can they be downsized?

Right click a blank spot on the icon toolbar, go to Customise > Toolbar
buttons labels, click the drop down and choose Icons Only or Text Beside
Icons.
