Not quite.
The versions of Debian grow up like a child. They start as a copy of the
current stable version and grow new features. During this process, they
are called testing. Then, after some months of feature freeze and
aggressive bug squashing they are mature enough to be declared "stable".
At the same time, a copy of this version serves as the new testing. Only
security fixes will enter a stable version, while all new packages and
version updates go to testing.
The status of a Debian version is depends on time. Currently lenny is
"testing", etch is "stable" and sarge is "old stable". The status of
versions before sarge is "unsupported".
Unstable, is a playground for new packages that are not considered ready
for the current testing. If the problems are resolved, the packages are
moved to testing. Unstable never matures, never changes status and might
occasionally break things. The boy Sid in the movie toystory shares these
attributes. So the name sid is appropriate.
