Unstable (Sid) is where all new packages go (including new versions of
existing packages). No new package is considered ready for Testing.

Packages with known problems should not be uploaded to Unstable: that is
what Experimental is for. When a package has been in Unstable for ten days
with no serious bugs and all its dependencies can be satisfied it is
copied[1] into Testing.


[1] Symlinked, actually.
