Author Client-server rules not running in Exchange Server 2003

I have an annoying problem with a new Windows Exchange 2003 server
that's been up for a couple of months. I have public folder that I've
tried to set up a confirmation when e-mail is sent to the folder, but
neither the server side rule nor a client rule using outlook mail
template send a confirmation when e-mail is sent to it. But, when I
go in and run the rule by hand, the confirmation is sent out without a
hitch. I gave all the proper rights to the public folder(I think) and
I've tried it with admin accounts and my own accounts and I have yet
to get it to work.

Strange?

The server setup is Exchange Server 2003 on Windows Server 2003. All
clients are using Outlook 2003 and that is where I set up the rule.
