I'm having problems with xmame.xgl running too slowly to be used and
stepmania won't run at all. I have an ATI Radeon 9700
All-in-Wondor pro for video.

Exactly what is OpenGL and how do I install it?

OpenGL is a standard graphics API:
http://www.opengl.org/about/overview.html
It's already installed on your system together with the X server. The
performance problems may be fixed by installing drivers that support
hardware acceleration of OpenGL rendering from
http://www.ati.com/support/drivers/...deon-linux.html
