Author scp and setting up DSA keys

I'm trying to set up a redhat9 machine such that I don't have
to enter a password when I scp to a remote machine.
I followed the instructions here:

Though I've read various things that indicate default encryption type is RSA
rather
than DSA. I've actually tried both.

I guess my question is, do the accounts on each machine have to be the same
name (as in the example above)? If so, then I guess that's my problem,
if not, then I'm stuck.
