Author kdelibs devel for Mandrake 10.1

I keep coming up with the error message that I must install kdelibs when
I try to compile some packages (umbrello, Kdevelop)
This is apparently the devel library - I have been having difficulty
finding either a src package or an RPM of the relevant library
(Mandrake are steadily commercializing their branch of Linux!)
Im sure it is simple when you know..
Any ideas?

First, you do realize that this a Red Hat newsgroup and not a Mandrake
newsgroup right???

Search term; kdelibs-3.*.src.rpm
