What is your ORACLE_HOME at startup time? It looks like ORACLE_HOME=
(the empty string)
From the commandline after login it will be the value set by the user.
I would add the line:
ORACLE_HOME=your_oracle-home
just before the export ORACLE_HOME PATH line
