What is "Proposition" in VPN terminology

I'm new to setting up a VPN. One of the terms I've come across is
"Prosposition". I haven't been able to find a satisfactory answer by
Googling. So what is a proposition and what criteria do you use in setting
up the fields for them in the VPN server?
