static IP is still dynamic

In theory, my ISP (SBC) has changed my account from dynamic IP to static IP.
When I enter the static IP they assigned me in my Netgear FVS328 router, a
dynamic IP is still being assigned. What is the most likely source of the
problem, my ISP or the router configuration?
