Is possible to set up a VPN from LAN A (ISDN router cisco no static ip
address) and LAN B (ADSL connection static IP address) ?

Definitely. As long as you have a static on the one side, you should
be fine. Set up your cisco as the dyanmic side and use a crypto map
setup. You also might want to check out DMVPN, it works really well
with the latest cisco code.
