My FVS318 VPN user configuration requires the IP address of the remote
client's PC when sitting behind a NAT router....but my remote clients "want
to use WiFi hot spots."

Using an FQDN for roaming VPN clients only works with dial-up.

Is there a *single* FVS318 VPN user configuration using FQDN that satisfies
the VPN requirements for remote clients behind NAT routers? Right now, my
remote clients have to call me with their IP, or just use dial-up (which is
very slow)...

Just a fact of life???
