Author Extranet connection problem

I am trying to connect to an extranet site. I was able to connect in the past but now get the message 'The connection was refused when attempting to contact <site address>' Does anyone have an idea what might be causing this? The help desk at the site and my DSL carrier have been unable to help me. Please be basic in your explanation. Thanks!!
