Hi,

I'm trying to configure the built in Microsoft VPN client to work with
Cisco's VPN 3000 Concentrator. the catch is that I'm not using the
standard dialer that supports IPSec over L2TP and rather using the XP
snapin "IP Security Policies". Is there a way to use the cisco VPN
without L2TP and with the integrated XP Client (and not the client that
Cisco provides).

AFAIK, you can make XP's native client work using PPTP or L2TP over
IPSec, but not with straight IPSec.
