Is this the same old Blowjay that plagued Apas for so long with his abuse?
Does Cotse allow another individual to take up the same account name as a
previous user?

The new Blowjay sounds just like the old one except he is now using a
different version of PGP and is no longer pushing Quicksilver.

Anybody know what is going on?

Yes and no. When a paid account expires the user still keeps their
account. However, it becomes a basic e-mail only account at that point,
meaning it doesn't have the advanced features that it had when it was an
active subscription. This allows people who expired to maintain access
to their e-mail and keep their account should they decide to subscribe
again. The basic e-mail only account will remain active for the user
unless the user requests it be closed or it goes over quota and remains
that way for 30 days. At that point is is considered abandoned and will
be removed from the system, which will make it available again.
