I had to turn this off until I can rejigger the code or mercury
rules.
The reason is that it allows non-hashcash messages to go through.

It didn't until I started using hashcash for newsgroup postings. That
should include the newsanon messages, but, since they come in as email
messages, they are eluding the hashcash processing.
I need to re-route them in some way so that hashcash sees them properly as
newsgroup postings.
