As the others have explained, it appears you are just running it from
the wrong directory.
A simple way to overcome this is to find the offending file using
Windows Explorer.
Once you have done that...
Right click on the address and select "Copy".
Go back to your command window and type in CD and hit the SPACE bar.
Right click at the cursor and select "Paste".
Hit enter and you will be taken to the directory you are looking for.

Not pretty, but it works.
