Instead of just barfing something like:

It would be really great if tor would announce if it detects a need for the
user to upgrade... perhaps something like:

soon as possible to maintain best overall results.

It doesn't even have to 'call home' to get this information, just check the
version of the nodes that it contacts the same way Freenet does it.
