razelka: blocking smtp from dynamic IPs and doing it wrong

$ netcat mx00.1and1.com smtp
421 Mails from this IP temporarily refused: Dynamic IP Addresses See:
http://www.sorbs.net/lookup.shtml?**********
Razelka-admin:
Rejecting mail from dynamic IPs makes your users use their ISP
smarthosts, which makes your users more susceptible to traffic
analysis and logging.
Please correct this!
Also, you should be rejecting with a 5XX error message. 4XX is
supposed to be for temporary errors.

It seems to be a default of my isp. I have all filtering turned off.
A query has been sent to them. I'll get back to you when they get
back to me.
