IOW should you set up TOR & Privoxy and route your browser
through
those, or just use an anonymous proxy and configure your browser
settings to use that particular proxy?

Tor uses a virtual tunneling system so that your machine appears on the internet from another country. With a fake identity.
This is a neat idea, I think it better than a mere proxy.
Not sure what privoxy is good for, other than hiding your browser identity.

You should have more than one browser, but Firefox seems best for use with Privoxy, as you can install an extension which gives you the ability to toggle Tor on/off.
