VirtualPrivacyMachine(TOR): why not available on CD ?

VirtualPrivacyMachine seems to be on of the most interesting
TOR-clients.

What could be the reason that - unlike most other anonymizing CD's -
VPM needs to be installed and isn't available on a bootable Linux CD?
Any feedback is appreciated very much! Thank you.

I think the installation they refer to is the installation to USB flash
media rather than installation to your PC.
