If somebody runs a service in violation of tos, most providers don't care unless you use too much bandwidth or get too much complaints. for this reason I expect most remailers run on an account that do not forbid running services.
what about pgp license? is it legal to use pgp freeware to run a service? sure doesn't sound like personal use to me.
