My ISP (NTLWorld in the UK) allows home users to run servers provided they are
protected and not advertised. For example it is fine to run a private FTP
server that only a few friends know of, providing it is protected with a
username and password and you do not post the address and login details
online, etc.
As for the use of PGP, I doubt it is a problem running it as a service
providing you are the only user and it isn't used commercially.
