Depends on the country you are in. But being anonymous adds you to the
could of 'suspects' aka 'other users of the services'.
For that reason alone it might be wise not to use remailers or tor servers.
Lets asume that in Holland the AIVD (dutch intelligence) together with
the NSA monitors all traffic to and from Mixminion servers.
They see you connect to it.
They see someone else receive from it.
That in itself doesn't look that bad, but imagine that you start
connecting to Mixminion on 22:16 CET Februari 19th 2006. Image that ten
people start receiving traffic from Mixminion a couple of hours later
for the first time ever.
Now imagine that after that every week a couple of message get send by
you and then received a couple of hours later by one of those ten people.
There you got your terrorist network. You get followed by the AIVD and
so do the targets you have been communicating with.
Before you know it you get a one way ticket into Guantanamo Bay where
you stay for years.
Are you sure you want this? Are you sure you want to use Mixminion?
But to answer your question. They would see encrypted TCP/IP traffic to
a IP address that runs a Mixminion node. And they would see you
connecting to directory servers (also IP). And they would see you
downloading the software. And they would see you downloading software
for it.

It is just that it is a different world now when compared to 1999 when I
started reading this group.
In ten years we'll be wearing ID cards that tell big computers where we
are every time we pass a pole that reads them out. Cell phones are a bit
like this already and they are being used in court (at least in Holland
they are). NSA worldwide can do more than this. If they become bad, they
are to be feared. And so are the politicians that they report to or who
report to them.
Right now we are giving intelligence agencies all the tools they ask for
and more. As least in Holland we are. There is no point fighting it.
