This has been gone over before.

Although Twisty has stated he filters on public messages, his copy of
Reliable is periodically refreshing the capstrings and removing 'filter'
and 'mon' from his capstring.

The Bikikii admin either hasn't refreshed his list or is using something
to put back the 'filter' keyword.

At least I think that's what's happening.
