Would there be any advantage to having a short latency, but also having
certain messages spawn dummy messages?

For example, if a message was sent out after less than 20 minutes in the
pool, spawn x dummy messages some random time later, where x is a random
number between 1 and 3.

This would combine the short latency desired, with the cover of the extra
messages.

Maybe it's simpler just to randomly send out dummy messages, at intervals
shorter than the average latency.
