The source code is available. The only code that actually needs
compiling is a very small C module as the vast majority of mixminion
is written in Python. Free C compilers from Microsoft, Borland, GNU
Mingw should compile that module.....
The devs just don't have time to compile an executable for Windows
when Mixminion is still in alpha, and mixminion itself isn't being
updated much because of Tor taking up so much time.....
