| Is there any remailer via which I can post an anonymous 116Kb binary file
to the Usenet newsgroup, "alt.binaries.pictures.dark-fantasy"? Take note
that this IS a binary newsgroup...

Nope.
You might get one through once in a great while, but the remailer network
just doesn't hold up well under the weight of big posts. Sorry.

116k, which result in no more than 2 or 3 packets per copy, shouldn't
be a problem as long as the newsgroup itself isn't blocked. If you
wanna know it definite then go to the thesaurus at
http://www.noreply.org. There you find a collection of remailer
configuration (*.conf) files, which usually include a 'Maximum message
size: ...' line.

You're very attentive, thanks for this precious piece of advice.
However, life is too short to be devoured by updates. For someone
using a nym this '##' phenomenon seems to be more of a cosmetic
nature.
And, yes, I truly admit running my remailer software under Winedows.
