Mozilla Browser - how do I make this TB setting stick?

how do I make this TB setting stick?

I use TB 1.5 as my email client. Although, under
tools>options>display>fonts I have UTF-8 set for both my outgoing and
incoming font. Whenever my incoming email contains an apostrophe
or quote mark, I see a garbage character in the character's place.
If, after reading the email, I select view>character encoding and
select "UTF-8", It looks fine, so I'd like UTF-8 to be set as my
permanent character view, but it seems the setting's lost whenever I
launch TB again.

Is there a way for TB to remember its character encoding view so I
need set it only once?
