Fixed my problem. The relevant article is here:

http://kb.mozillazine.org/ Windows_..._file_-_Firefox

The problem was related to DDE (Dynamic Data Exchange).

Unchecking the "use DDE" box for all the file types listed in the Mozillazine
article makes the problem go away.

Here's a description of the original problem:

>Every time I launch a .URL file
>(Internet Shortcut) from the Windows shell, and the Firefox browser is not
>already open, I get an error message:
>
>"Windows cannot find '[full url here]'. Make sure you typed the name correctly,
>and then try again. To search for a file, click the Start button, and then
>click Search." [Dialogue button: OK]
>
>(whatever url, e.g. http://www.yahoo.com, appears as the [full url here])

Don't know what I did that broke it, but unchecking DDE fixes it. Hope this
post, and the article of course, helps anyone else experiencing this problem.

Thanks for your help.
