Made this discovery today:

In a limited environment where most users do not have admin rights, it
would be nice if the users had enough power to update their firefox and
thunderbird browsers themselves.

These two commands ran with an admin-account will allow this:
CD "\Program Files"
CACLS "Mozilla Firefox" /E /T /G users:c
CACLS "Mozilla Thunderbird" /E /T /G users:c

This will set the ntfs file permissions so that user-level accounts have
change rights to the folder and it's subdirectories. Places that won't
get updated are in registry, telling Mozilla's exact version number but
the program itself reports running version correctly.
